At first, you have to need a google mail account.
without it you can not be able to open account on it.
so to open a google account just go here
www.mail.google.com or www.gmail.com

you can choose your gmail user name whatever you want....
create a hard password there.......
you have to use an unused phone number.

so just log in
now ur mail account has been created.
now go to blogger account www.blogger.com
you have to put a title here that you want to create a website name.
